Biography
Paul is a lawyer with the European Bank for Reconstruction and Development (EBRD), where he leads the Bank’s Mineral Sector Market Development programme, with a particular focus on critical minerals. Paul's work spans a diverse range of mineral-producing and emerging markets, including Tajikistan, Uzbekistan, Ukraine, Jordan, Egypt, Tunisia and Mongolia. This work focuses on turning geological potential into credible, investable opportunities through clearer and more predictable legal frameworks, transparent licensing and permitting, better geological data and practical investment and partnership models that bring private capital and expertise into exploration and mine development. Paul has more than 30 years’ legal and regulatory experience, including extensive experience in the mining sector, and is a barrister by background.
